SYMPTOMS
A Windows Internet Name Service (WINS) server may not start if the server contains 14 or more network adapters. These adapters may be any combination of real adapters, virtual adapters, or loopback adapters. When this problem occurs, the following WINS errors are recorded in the event log:
Event Type: Error
Event Source: Wins Event
Category: None
Event ID: 4301
Description:
The computer running the WINS server does not have a valid address.
When WINS requested an address, it received 0.0.0.0 as the address.
Note: WINS binds to the first adapter in a computer with more than one adapter bound to TCP/IP. Check the binding order of your adapters and make sure the first one has a valid IP address for the WINS server.
Event Type: Error

Event ID: 4165
Description:
WINS has encountered an error that caused it to shut down.
If you try to start WINS from a command prompt, you receive the following error message:
You may also lose DNS client side connectivity.
CAUSE
This problem occurs because there is a problem in the code.
RESOLUTION
To resolve this problem, install the hotfix that is described in the following Microsoft Knowledge Base article:
318419 Connections Are Dropped If You Add VPN Connections to ISA Server
WORKAROUND
To work around this problem, use 13 or fewer network adapters.
STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
