SYMPTOMS
In the advanced properties for a channel, you can set whether the file transport overwrites the file, appends to the file, or creates a new file. When you select Append to file, BizTalk Server cannot append to the file if the file is being monitored by another process.
CAUSE
BizTalk does not call CreateFile with FILE_SHARE_READ, so it does not open the file if the file is being opened by another process.

When you view the file information, it is converted to local time. To find the difference between UTC and local time, use the Time Zone tab in the Date and Time tool in Control Panel.
