SYMPTOMS
An e-mail message that is sent from a Japanese-language Microsoft Windows Powered Pocket PC 2002 Inbox may display garbled characters. This problem occurs when the receiving device only displays plain text, and the e-mail message uses Japanese Industrial Standard (JIS) encoding. JIS encoding may be used for Japanese kana text or Japanese kanji text.
CAUSE
Windows Powered Pocket PC 2002 uses a different JIS encoding type for plain-text format than the Pocket PC 2002 Inbox uses.

Microsoft has confirmed that this is a bug in the Microsoft products that are listed in the "Applies to" section.

The Pocket PC 2002 Inbox for the Japanese version of Windows Powered Pocket PC 2002 sends plain-text e-mail messages that are encoded as "quoted-printable." Some devices or some e-mail clients cannot display those encoded e-mail messages in the original, rich-text format. An example of a device that cannot display the encoded e-mail message in rich-text format is an e-mail message-enabled cell phone. Therefore, these devices or these e-mail clients display the text in plain-text format.
Windows Powered Pocket PC 2002 uses the following MIME header for the JIS language plain-text format:
Content-Type: text/plain; charset="iso-2022-jp"
Content-Transfer-Encoding: quoted-printable
The "iso-2022-jp" character set does not require a "Content-Transfer-Encoding" header. If the "quoted-printable" encoding is applied, this renders the e-mail message unreadable with some software.
