Accessing the SBS 2000 Administrator Console Generates a Licensing Error

SYMPTOMS

When you try to use the Small Business Server (SBS) 2000 Administrator console, you may receive the following message:

To Add More licenses, refer to the Small Business Server console.

This message may be followed by another message:

Server Busy. This action cannot be completed because the other program is busy. Choose Switch To to activate the busy program and correct the problem.

If you acknowledge the first message and then click Switch To in the second message, the process may continue and the console may start.

You may also see the following information in the System event log:

Event ID: 10010
Description:
The server {02D4B3F1-FD88-11D1-960D-00805FC79235} did not register with DCOM within the required timeout.

Source: Application Popup
Event ID: 26
Description:
Windows - License Violation.

CAUSE

If you start the Microsoft Windows 2000 Licensing tool by clicking Start, pointing to Programs, and then pointing to Administrative Tools while the server is still a Windows 2000-based server (before you upgrade the server to SBS 2000), a registry key that registers the Licensing tool is created at the following location:

HKEY_Classes_Root\Llsmgr.Application.1


After you upgrade the server to SBS 2000, this registry key may cause the error messages to be generated.

RESOLUTION

WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.

To resolve this issue, follow these steps:

  1. Start Registry Editor.
  2. Locate the following registry key:

    HKEY_Classes_Root\Llsmgr.Application.1

  3. Export or save the key to a file.
  4. Delete the HKEY_Classes_Root\Llsmgr.Application.1 key.


STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
