SYMPTOMS
Layer 2 Tunneling Protocol (L2TP) may not use the default IP address as the source when it makes new connections. This occurs if you have multiple IP addresses that are specified on the network adapter. Typically, the default IP address is the first IP address that is bound. L2TP may use any bound IP address as its source when it sends packets. This can cause problems with firewalls such as Microsoft ISA Server which may block IP addresses except for the default IP address.
CAUSE
L2TP over IP is not designed to look for the default IP address.
RESOLUTION

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Microsoft Windows 2000 Service Pack 4.
