SYMPTOMS
When you start a program after you install and configure a new Input Method Editor (IME) as the default keyboard layout, the previous default keyboard layout may be used.
CAUSE
This problem may occur if the following conditions exist:
- A user without administrator permissions is logged on to Windows.
- The default keyboard item in the registry does not match the default keyboard layout.
This problem occurs because the Msctf.dll file that is running under the permissions of the user account does not have sufficient permissions to evaluate the new default keyboard layout from the registry.
RESOLUTION

Microsoft scanned this file for viruses. Microsoft used the most current virus-detection software that was available on the date that the file was posted.
