SYMPTOMS
When you use Exchange System Manager or System Monitor counters to observe the queues, the queue to the local information store may continuously grow without a significant reduction in messages.
CAUSE
This problem may occur if the SMTP Virtual Server service is waiting on the information store to continue to process messages, but the information store is in a waiting condition to complete a message tracking operation with the system attendant. This condition prevents further processing of messages. In a cluster environment, this condition may eventually cause the information store to fail an IsAlive check.
RESOLUTION
To resolve this problem, obtain the latest service pack for Microsoft Exchange 2000 Server. For additional information, click the following article number to view the article in the Microsoft Knowledge Base:

STATUS
Microsoft has confirmed that this is a problem in Microsoft Exchange 2000 Server. This problem was first corrected in Microsoft Exchange 2000 Server Service Pack 3.
