SYMPTOMS
When you are using the "Regional Options" Language settings for the system setting, programs that call SetActiveWindow on the default IME Window may enter an endless loop with 100 percent CPU utilization. After 10 to 30 seconds, your computer may appear to stop responding (hang), your keyboard and mouse may not respond, but your computer may continue to answer on the network. The problem was initially seen in Windows 2000 with the Japanese Language Pack installed, but it may also occur with other configurations.
CAUSE
This problem can occur when the "Default IME" window (which normally does not have a parent) becomes damaged. In this damaged state, it may point to itself, and this can cause an endless loop and high CPU activity.
RESOLUTION
To resolve this problem, obtain the latest service pack for Windows 2000. For additional information, click the following article number to view the article in the Microsoft Knowledge Base:

STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Windows 2000 Service Pack 3.
