SYMPTOMS
When you try to install the Q307319 hotfix on a computer that is running Windows 2000 build 2195 (no service packs installed), you may receive the following error message:
CAUSE
The Htfrs.exe hotfix file that is updated by Q307319 does not have a service pack dependency. However, the compiled hotfix package does require that Service Pack 1 has been applied. Microsoft recommends that administrators install the latest service pack on Windows 2000 member computers and domain controllers. Service Pack 3 is the most recent service pack for Windows 2000. This fix has been included in Service Pack 3 for Windows 2000.

The File Replication service (FRS) is a multi-threaded, multi-master replication engine that replaces the LMREPL service from Windows NT 3.x and 4.0. Multi-master replication makes sure that any changes to a file or folder that originate on any replication server are replicated to all other replication partners. Windows 2000 domain controllers and servers use the FRS to replicate system policy and login scripts for Windows 2000 and down-level Windows clients. FRS can also replicate content between Windows 2000 servers that are hosting the same fault-tolerant Distributed File System (DFS) roots or child node replicas.
