SYMPTOMS
If you choose the English (Canada) or French (Canada) setting in the Regional and Language Options tool in Control Panel and you use the Network Connection Wizard to create a dial-up connection, you may receive the following error message:
The error message appears when you select the Use dialing rules check box on the General tab in the properties for the dial-up connection.
RESOLUTION
To resolve this problem, obtain the latest service pack for Windows XP. For additional information, click the following article number to view the article in the Microsoft Knowledge Base:
