SYMPTOMS
When you try to use the Office XP Web Components in one of the programs listed at the beginning of this article, the Office XP Web Components unexpectedly operate in view-only mode.
CAUSE
This problem occurs when you choose telephone activation when following the steps of the Activation Wizard to activate Office XP.
RESOLUTION
To resolve this problem, obtain the latest service pack for Microsoft Office XP. For additional information, click the following article number to view the article in the Microsoft Knowledge Base:

The hotfix package contains the following files:

To install the hotfix, follow the instructions in the ReadMe.txt file.

WORKAROUND
To work around this problem, activate Office XP again by using the Internet instead of the telephone.
To get the Activation Wizard to appear the next time that you start an Office program, you must remove the .dhs and .dpc files from the \Program Files\Microsoft Office\Office10\1033 folder.
STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
This problem was first corrected in Microsoft Office XP Service Pack 1.

Steps to Reproduce the Problem
- Install Office XP from a retail package.
- Start Excel.
- When the Activation Wizard starts, select the option to activate by using the telephone.
- Click Next twice.
- If necessary, select your country in the list (in order to view the appropriate phone number).
- Call the activation center, and then follow their instructions.
- In Excel, select cells A1:B4.
- Type the following text: I love CPR and then press CTRL+ENTER.
- On the File menu, click Save as Web page.
- Click the Selection button.
- Select the Add interactivity check box.
- Save the page with default name "Page.htm".
- Open "Page.htm" in your browser.
- Right-click the spreadsheet control, and then click Help.
- Help displays information about view-only mode for the Office Web Components.
