SYMPTOMS
Dllhost.exe or Inetinfo.exe may show 100% CPU consumption either in Task Manager or Performance Monitor. Further investigation using Autodump+ shows that MSCSUps is engaged in multiple spinlocks that are spread across multiple threads. Performing an IISRESET temporarily remedies the symptoms.
CAUSE
A spinlock resource is not released reliably, which results in a deadlock condition. The 100% consumption state is caused by the MSCSUps component continuously checking to see if a lock has been cleared.
WORKAROUND
To work around this problem, restart the Web service. Note that this results in lost user sessions.
