SYMPTOMS
The command line parameter -c form name, which is used to create a new e-mail message based on a custom e-mail message, may not work with Turkish regional settings. For example, instead of the form IPM.NOTE.FORM1, the standard form IPM.NOTE opens, and you do not receive an error message.
CAUSE
The command-line form name is converted to lowercase and there are two lowercase letters "i" in Turkish 1254:
- i: U+0069 with dot
- i: U+0131 without dot
Both of these letters are mapped to same uppercase letter I. That is why uppercase-lowercase roundtrips do not succeed, which affects string compares.
RESOLUTION
To resolve this problem, obtain the latest service pack for Microsoft Office 2000. For additional information, click the following article number to view the article in the Microsoft Knowledge Base:

STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
This problem was first corrected in Microsoft Office 2000 Service Pack 3 (SP-3).
MORE INFORMATION
The hotfix turns off the conversion to lowercase for the command line, when Turkish locale is used. The following call works correctly after you install the hotfix:
outlook.exe -c Ipm.note.form1
