SYMPTOMS
Terminal Services clients may be unable to connect to the Terminal Services server, or may be disconnected during a session. These problems occur intermittently. Or, you may see a high CPU load instead of these symptoms. The active process is Csrss.exe.
CAUSE
This problem can occur if a user who has multiple keyboard layouts logs off. The problem typically occurs when the server is under a load.
RESOLUTION

STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Windows 2000 Service Pack 3.
