SYMPTOMS
A user call to OpenEncryptedFileRaw to restore a file may generate an "access denied" error message if:
- You have the SeRestorePrivilege.
- The file that you want to restore already exists.
- The file that you want to restore is on an NTFS volume and it is encrypted.
- You do not have permission to access the file.
You should be able to restore the file even if you do not have permission to access the file because you have SeRestorePrivilege access.
CAUSE
Ntfs.sys incorrectly checks the user permission when a file is opened for overwriting.
RESOLUTION
To resolve this problem, obtain the latest service pack for Windows 2000. For additional information, click the following article number to view the article in the Microsoft Knowledge Base:

STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Windows 2000 Service Pack 3.
