Visio2000: Error Message: An Error (911) Occurred During the Action Insert Picture

SYMPTOMS

When you attempt to insert a bitmap (.bmp) file into Microsoft Visio, you may receive the following error message:

An error (911) occurred during the action Insert Picture.
Visio cannot open the file for reading.

CAUSE

This behavior can occur if the file name of the file that you want to insert contains Chinese characters.

NOTE: These characters may appear as empty square boxes.

RESOLUTION

To work around this issue, rename the file before you insert it into Visio.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
