SYMPTOMS
When the Messenger service (Services.exe) runs against clusters on a computer that runs Windows 2000 Server Service Pack 1, the process may not be completed and may produce an access violation.
CAUSE
This behavior can occur because a break in the code causes a race condition when Services.exe runs against clusters.
RESOLUTION

STATUS
Microsoft has confirmed that this is a problem in Microsoft Windows 2000. This problem was first corrected in Windows 2000 Service Pack 2.
