SYMPTOMS
In Microsoft FrontPage Explorer, when you open or create a new web by using the Secure Sockets Layer (SSL) protocol, you may receive one of the following error messages

where xxx.xxx.xxx.xxx
represents the host name or Internet Protocol (IP) address of your FrontPage web.
CAUSE
This behavior occurs if you are using 128-bit encryption. Microsoft FrontPage 98 does not support 128-bit encryption; it supports only 40-bit encryption.
RESOLUTION
To resolve this issue, use 40-bit encryption.
