SYMPTOMS

BizTalk Server is unable to process documents in the Work queue, and the following error message is displayed in the Application log of the BizTalk computer:

An error occurred in BizTalk Server.

BizTalk Server failed to initialize a connection to database: "InterchangeSQ" on server: "SQLSERVER".

New transaction cannot enlist in the specified transaction coordinator. 
There was a failure creating the internal work item. Make sure that SQL Server is running.

CAUSE

This error can occur if BizTalk Server is unable to enlist in a transacted database call with the Microsoft SQL Server computer that houses the BizTalk Shared Queue (InterchangeSQ) database.
