SYMPTOMS
When you attempt to install Microsoft Operations Manager 2000 (MOM), you may receive the following error message:
CAUSE
This problem can occur if you attempt to use Setup to install MOM, but you are not a member of the Local Administrators group on the targeted computer. Setup attempts to register a .dll file that requires administrator rights.
RESOLUTION
To resolve this problem, log off from the targeted computer, and then log on to the computer by using an account that is a member of the Local Administrators group. Then, you can complete the installation of MOM.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
