Only Administrators Can Access Exchange Server 2000 Outlook Web Access Through a Proxy Server

SYMPTOMS

Only administrators are able to successfully log on externally to access Exchange Outlook Web Access (OWA). Users without administrative access are prompted three times for their credentials, and then they receive the following message:

You are not authorized to view this page. You do not have permission to view this directory or page using the credentials you supplied.
401.1 Unauthorized: Logon Failed.

Internally, both administrators and users can successfully log on to OWA.

CAUSE

This behavior may arise in instances where a proxy server is involved. If external users are accessing OWA through a proxy member server, OWA users may not have the required permissions to access the OWA server by going through the proxy server.

RESOLUTION

To resolve this behavior, enable the Log on Locally and Access this Computer from the Network user right on the proxy member server for the OWA users.
