SYMPTOMS
When a large group update is made to the Active Directory, directory replication may not succeed.
CAUSE
This behavior can occur because the large group update may repeatedly be preempted by other higher priority replication tasks in the Directory Services replication queue, preventing the update from being committed. Thus, the transaction may never be successfully updated.
RESOLUTION

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
This problem was first corrected in Windows 2000 Service Pack 2.

In Windows 2000, there is a multimaster model for Active Directory. The same object in Active Directory can be modified at the same time from two or more domain controllers. Directory replication also may not succeed when the same object is simultaneously moved from one domain into two different domains so that the same objectGUID exists on two different domains. The global catalog replication code fails because it does not expect this case, where it has both the objects in its database. Replication on those domain controllers stops. and there is no workaround.
