Cannot Install Internet Explorer on Windows 2000 Computer That Is Running Terminal Services

SYMPTOMS

When you try to install Internet Explorer on a Windows 2000-based computer that is running Terminal Services and is configured for Remote Administration mode, the installation may not work. When this occurs, you may receive an error message that indicates the server must be placed in Install mode so that the installation can continue. If you then try to use the change user install command, you may be unable to change to Install mode.

CAUSE

This problem can occur if the MS00-053 Security Update for Windows 2000 has been applied to the server. This update changes the behavior of the Terminal Services flags. When Internet Explorer Setup attempts to check for the Install Mode flag, the new update returns FALSE if the computer is configured for Remote Administration mode. Before the MS00-053 Security Update for Windows 2000 has been applied, the returned value is TRUE.

RESOLUTION

A supported fix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Apply it only to computers that are experiencing this specific problem. This fix may receive additional testing. Therefore, if you are not severely affected by this problem, Microsoft recommends that you wait for the next Internet Explorer 5.01 service pack that contains this hotfix.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.

This hotfix must be manually updated. Rename the Ie5wzd.exe file that is located in the IEAK installation folder, and then copy the hotfix file to the same location. If AVS is applied to your IEAK installation, you must manually update the file with the hotfix again.

This fix can be applied to an to the IEAK installation that has the Internet Explorer 5.01 SP2 AVS files downloaded into it. This configuration will be supported by Microsoft PSS.

To correctly apply this patch, AVS must be disabled after downloading and synchronizing the SP2 files into the IEAK installation. Then, the patch must be manually applied to the IEAK\Bin\Optional folder before building a new IEAK package.
