SYMPTOMS

The current implementation of security for Dynamic Host Configuration Protocol (DHCP) administration does not allow you to delegate permissions. For example, you cannot assign one group of administrators control over one DHCP scope, and assign another group of administrators control over a second DHCP scope. Any user who is a member of the DHCP Administrators group has full administrative control over all of the scopes that are configured on the server, and can create and delete scopes.

STATUS

This behavior is by design.
