SYMPTOMS

When you install any of the programs listed at the beginning of this article, you may receive the following error message:

Error 1911 - Could not register type library for file c:\windows\system\atl.dll.

CAUSE

This behavior can occur if the Atl.dll file is damaged or absent. Additionally, this behavior can occur if Anti-virus software is running in the background.

RESOLUTION

To resolve this issue, rename the Atl.dll file that is located in the C:\Windows\System folder, and then copy the Atl.dll file from the Picture It! installation CD-ROM to the C:\Windows\System folder. Follow the steps below for the Windows operating system you are using.

Windows 95/98

Rename Atl.dll

  1. Click Start, point to Find, and then click Files or Folders.
  2. In the Named box, type atl.dll.
  3. In the Look in box, click My Computer.
  4. Click Find Now.
  5. Right-click the file that is found in the list, and then click Rename.
  6. Type the new name atl.old and then press ENTER.
  7. Close all of the open windows on the desktop.

Copy the Atl.dll File

  1. Insert the Picture It! installation CD-ROM into the CD-ROM drive. Press and hold down the SHIFT key while you insert the CD-ROM so that the program does not start automatically.
  2. Click Start, point to Find, and then click Files or Folders.
  3. In the Named box, type atl.dll.
  4. In the Look in box, click your CD-ROM drive.
  5. Click Find Now.
  6. Right-click the Atl.dll file in the appropriate folder, and then click Copy. The appropriate folder is:

    cdrom:\PIP\System32\Redist\MS\System\Ansi

    where cdrom is the drive letter of your CD-ROM player.
  7. Right-click Start, and then click Explore.
  8. In the right pane, under Windows, click System, click the Edit menu, and then click Paste.
  9. Close any open windows on the desktop.
  10. Restart your computer.
  11. Reinstall the program.

Windows Millennium (Me)

Warning: Performing the following steps disables the System File Protection (SFP). The SFP feature in Windows Me make sure that older version files, or files that Microsoft does not approve, do not replace current files that are critical to system operation. These steps copy an older version of the atl.dll file to the Windows Me system folder. After you have performed the steps, it is critical to re-enable the *StateMgr to regain the SFP function. Clean Boot into Windows Me with *StateMgr disabled

Run the System Configuration Utility (msconfig.exe). To do this, follow these steps:

  1. Click Start, click Run. In the Open box, type msconfig, and then click OK.
  2. Click the General tab. Click Selective startup.
  3. Click to clear all of the check boxes under Selective startup.Note: Clearing the check mark in front of Load Startup Group Items will disable the *StateMgr, which lifts the System File Protection.


  1. Click OK. When the prompt to restart your computer appears, click Yes.

Rename Atl.dll

  1. Click Start, point to Search, and then click For Files or Folders.
  2. In the Search for files or folders named box, type atl.dll.
  3. In the Look in box, click My Computer.
  4. Click Search Now.
  5. Right-click the file that is found in the list, and then click Rename.
  6. Type the new name atl.old, and then press ENTER.
  7. Close all of the open windows on the desktop.

Copy the Atl.dll File

  1. Insert the Picture It! installation CD-ROM into the CD-ROM drive. Press and hold down the SHIFT key while you insert the CD-ROM so that the program does not start automatically.
  2. Click Start, point to Search, and then click For Files or Folders.
  3. In the Search for files or folders named box, type atl.dll.
  4. In the Look in box, click your CD-ROM drive.
  5. Click Search Now.
  6. Right-click the Atl.dll file in thE appropriate folder, and then click Copy. The appropriate folder is:

    cdrom:\PIP\System32\Redist\MS\System\Ansi

    where cdrom is the drive letter of your CD-ROM player.
  7. Right-click Start, and then click Explore.
  8. In the right pane, under Windows, click System, click the Edit menu, and then click Paste.
  9. Close any open windows on the desktop.

Restart Your Computer in Normal Mode

This step reenables your System File Protection (State Mgr.)

  1. Click Start, and then click Run. In the Open box, type msconfig, and then click OK.
  2. Click the General tab. Click Normal startup - load all device drivers and software.
  3. Click OK. When the prompt to restart your computer appears, click Yes.
  4. Reinstall the program.

Restart the Computer by Using a Clean-Boot Procedure

Use a clean boot to restart your computer. A clean boot is a way to create a clean environment. When you start your computer with a clean boot, Microsoft Windows starts and loads only the basic devices and services.

To restart your computer with a clean boot, follow the steps that are appropriate to your operating system.

Windows XP

  1. Click Start, and then click Run.
  2. In the Open box, type msconfig, and then click OK.
  3. Click the General tab, click Selective Startup, and then click to clear the following check boxes:
    • Process System.ini file
    • Process Win.ini file
    • Load Startup Items
  4. Click the Services tab, click to select the Hide All Microsoft Services check box, and then click Disable All.
  5. Click OK, and then click Restart to restart the computer.

NOTE: To restore the computer to use a normal startup, on the General tab in the System Configuration Utility, click Normal Startup - load all device drivers and services, click OK, and then click Restart to restart the computer.

Windows 98

  1. Click Start, point to Programs, point to Accessories, point to System Tools, and then click System Information.
  2. On the Tools menu, click System Configuration Utility.
  3. Click the General tab, click Selective Startup, and then click to clear the following check boxes:
    • Process Config.sys file
    • Process Autoexec.bat file
    • Process Winstart.bat file (if available)
    • Process Win.ini file
    • Load Startup group items
  4. Click OK, and then restart the computer.


NOTE: To restore the computer to use a normal startup,on the General tab in the System Configuration Utility, click Normal Startup, click OK, and then restart the computer.

  1. Try installation again.

If the issue is not resolved, continue with the following steps.

Repair Internet Explorer

Run the Internet Explorer Repair Utility

NOTE: Because there are several versions of Windows, the following steps may be different on your computer. If they are, see your product documentation to complete these steps.

  1. Click Start, and then click Control Panel.
  2. Double-click Add or Remove Programs.
  3. In the left pane, click Change or Remove Programs.
  4. Click Microsoft Internet Explorer, and then click Change or Change/Remove.
  5. At the prompt, click Repair.
  6. Follow the on-screen instructions to complete the repair process.

If the issue is not resolved, or if Microsoft Internet Explorer is not in the list of programs, continue with the following steps.

Upgrade to the Most Recent Version of Internet Explorer

  1. Connect to the Internet.
  2. Visit the following Microsoft Web site:
  3. Click the most recent version of Internet Explorer that is appropriate for your computer.
  4. Follow the on-screen instructions to complete the installation process, and then try the installation again.

NOTE: If you have to replace a bad file from the original Internet Explorer or Windows media, use either the System File Checker (SFC) tool or the Extract tool to extract the file.
