SYMPTOMS
If you set your locale to Bulgarian and are using the Bulgarian input locale, certain characters may appear in lowercase even when the CAPS LOCK key is enabled. The list of affected Cyrillic letters and the position on the U.S. keyboard (in quotation marks) includes:
TSE, "["
EM, ";"
CHE, "'"
ER, ","
EL, "."
BE, "/"
CAUSE
The keyboard mapping file is missing the directive that is necessary for this functionality in the keyboard description file.
RESOLUTION
A supported fix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Apply it only to computers that are experiencing this specific problem.
