SYMPTOMS
After you install Outlook 2000, all Offline folder settings are absent. On the Tools menu, click Options, click Mail Services, and the Enable Offline Access check box is blank. On the Tools menu, click Services, click Microsoft Exchange Server, click Properties, click the Advanced tab, and both the Enable Offline Use check box and the Offline Folder File Settings button are not present.

RESOLUTION
WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.
To resolve this problem, change the value data on the following registry key and subkeys to 3:
HKEY_CURRENT_USER\Software\Microsoft\Office\9.0\Outlook\OST\NoOST
To set the registry key to the correct setting:
- Click Start, and then click Run.
- In the Open box, type regedit.exe, and then click OK.
- Locate and click the following registry key:
HKEY_CURRENT_USER/Software/Microsoft/Office/9.0/Outlook/OST
- In the right side, double-click NoOST to open the Edit DWORD Value dialog box.
- In the Value data dialog box, change the value to 3.
- Click OK.
- Click Exit on the Registry menu.

The NoOst registry value specifies whether or not an OST key is created at startup. The following parameters are available:
0 = an offline store is set up by default and used for calendar caching. You are allowed to enable offline access and use the offline store. This is the same as the absence of the OST key and NoOST entry.
1 = an offline store is set up by default and used for calendar caching. You are not allowed to enable offline access and use the offline store. The options in the Microsoft Exchange Server properties are not available.
2 = an offline store is not set up by default and you are not allowed to enable offline access and use the offline store. The options in the Microsoft Exchange Server properties are not available.
3 = an offline store is not set up by default and you are allowed to enable offline access and use the offline store.
