SYMPTOMS
When you enable the "Allow System to be Shut Down without having to Logon" Group Policy Object (GPO) while Terminal Services is enabled, any client that connects to the server through a Terminal Services session has the Shutdown button displayed on the initial logon screen.
RESOLUTION
To resolve this problem, obtain the latest service pack for Windows 2000. For additional information, click the following article number to view the article in the Microsoft Knowledge Base:

STATUS
Microsoft has confirmed that this is a problem in Microsoft Windows 2000. This problem was first corrected in Windows 2000 Service Pack 2.
MORE INFORMATION
The hotfix listed in this article hides the Shutdown button for Terminal Services clients when the GPO is set to "Allow System to be Shutdown without having to Logon". This hotfix should be applied to the computer that is running Terminal Services, not to the client computer.
