SYMPTOMS
A service that is configured with a program file that remotely located (for example, on another Windows 2000-based computer) may not start with an "Access Denied" error message if the service is configured to start as an account other than the Local System account.
CAUSE
This problem occurs because Service Control Manager does not fully impersonate the user that is specified to start the service.
RESOLUTION

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Windows 2000 Service Pack 2.
