SYMPTOMS
When a non-administrative user tries to access removable media after formatting an NTFS drive, access is denied. This occurs after the administrator applies the "Allowed to eject removable NTFS media" policy to allow administrators and interactive users to eject and format the removable media.
CAUSE
This behavior occurs because Windows does not set the appropriate ACLs on the disk to grant the user access rights. A non-administrative user does not have the authority to set the ACLs during the format.
RESOLUTION

STATUS
Microsoft has confirmed that this is a problem in Microsoft Windows 2000. This problem was first corrected in Windows 2000 Service Pack 2.
