SYMPTOMS
When you are running Terminal Services in Application Server mode, users may sporadically lose settings, or settings from one user may appear in another user's profile.
CAUSE
When the shell runs entries in a user profile's RunOnce key, it may switch the server to Install mode, even for "regular" (non-administrative) users. If other software makes registry changes during this time, the changes may be recorded and distributed to all other users on the server.
RESOLUTION

STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was first corrected in Windows 2000 Service Pack 2.
MORE INFORMATION
This hotfix causes the server not to switch to Install mode for "regular" users. Switching to Install mode can still occur for administrative users at logon, so some settings might still be propagated incorrectly.
The administrator should make sure that a minimum number of users are logged on when the administrator installs programs. The administrator should also make sure to log off and log back on once after installing programs to make sure that RunOnce entries are run and applied.
Also, the administrator should set a minimal number of entries in the Run key and the Startup folder, and make sure that logon scripts run synchronously during logon. These items can also cause RunOnce entries to run in Install mode.
