SYMPTOMS
If you use COM+ components and services to build a COM+ application, and you export and install the application on a new server, the file date/time stamp on the component dynamic-link libraries (DLLs) may be incorrect. The difference betweeen the date/time stamps is the difference between the local time on the server and the Universal Time Coordinate (UTC).
This problem does not occur when you use a Windows Installer package (.msi) to install the COM+ application on the server.
CAUSE
The original time conversion formula that was used by COM+ export did not work. To compensate, COM+ stores the local time (in MS-DOS format) in the .cab file that is generated by the Component Services Export.
RESOLUTION
To resolve this problem, obtain the latest service pack for Windows 2000. For additional information, click the following article number to view the article in the Microsoft Knowledge Base:

STATUS
Microsoft has confirmed that this is a problem in Microsoft Windows 2000.
This problem was first corrected in Windows 2000 Service Pack SP1.
