SYMPTOMS
When you try to browse Web sites by using "http://%22 requests with Internet Explorer, you may receive one of the following error messages:

CAUSE
This behavior can occur if Norton Internet Securities 2000 is installed. This software provides the ability to block ports and specific request types from being available for use.
RESOLUTION
Uninstall Norton Internet Securities 2000 and then reinstall it to reset the default values. Then, uninstall it again to completely remove the product.
