256986 Description of the Microsoft Windows Registry

SYMPTOMS

When you attempt to upgrade from Microsoft Windows 98 or Microsoft Windows NT to Windows 2000, the installation may not be successful and you may receive the following error message:

The language of this installation of Windows differs from the one you are installing. The option to upgrade will not be available.

CAUSE

Windows 2000 Setup checks that the language locale is correct before continuing with the upgrade.

RESOLUTION

Use the correct upgrade CD-ROM for your language.

WORKAROUND

WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.

Before running the upgrade, change the ResourceLocale setting in the registry:

  1. Start Registry Editor.
  2. Locate the following key in the registry:

    HKEY_USERS\.Default\Control Panel\Desktop\ResourceLocale

  3. Change the value to match the language locale to which you are upgrading. See the following Microsoft Knowledge Base article for some of the common codepage values:

151701 How to Manually Add Code Pages for Mixed Languages

  4. Quit Registry Editor.

For example, if the registry key is set to 000809, the ResourceLocale setting is UK English. Running a U.S. English upgrade CD-ROM results in the error message. In this example, change the registry value to 000409.

STATUS

This behavior is by design.
