Summary:

MS-DOS Version 3.20 FDISK does not check to determine if the first several cylinders of a DOS partition are good. This problem subsequently causes FORMAT to fail with an obscure error message. IBM PC-DOS Version 3.20 FDISK works properly.

Microsoft has confirmed this to be a problem in MS-DOS versions 3.20 and 3.21. This problem was corrected in MS-DOS version 3.30.
