SYMPTOMS
All security zones are set to Custom when you upgrade to Internet Explorer 5.01 SP1 or 5.5 from Internet Explorer 4.x, 5.0, or 5.01. As a result, the slider to set your security level for each zone is missing.
CAUSE
Existing security settings are maintained when you upgrade to Internet Explorer 5.01 SP1 or 5.5. In Internet Explorer 4.x, there are three templates for security settings (Low, Medium, and High), but in Internet Explorer 5, there are four templates (Low, Medium-low, Medium, and High). Additionally, Active Scripting is disabled by default with a High security setting in Internet Explorer 5.01 SP1 or 5.5.
RESOLUTION
Click Default Level for each zone to use the new security templates in Internet Explorer 5.01 SP1 or 5.5. You must set up any customizations you have made to your security settings again.

This behavior is by design.

For new installations of Internet Explorer 5.01 SP1 or 5.5, or upgrades from Internet Explorer 3.x or earlier, all security zones are set to the default levels:
