SYMPTOMS
When you set up Microsoft Exchange 2000 Server on a Microsoft Windows 2000 Server-based domain controller, error 0x8007203A, indicating that the server is not operational, may occur during the directory service installation.
When you click Try Again in the Error dialog box, you may receive error 0x8007203B, indicating that a local error has occurred.
CAUSE
This behavior can occur if the Active Directory Service Interfaces (ADSI) subsystem is damaged. Setup uses ADsOpenObject to point to ADSI, and when this object is damaged, any call returns error 0x8007203B, which is ERROR_DS_LOCAL_ERROR.
WORKAROUND
To work around this issue, restart the computer, and then run Setup again.
STATUS
Microsoft has confirmed that this is a problem in Microsoft Exchange 2000 Server.
