SYMPTOMS

When you use Task Manager to try to end process on Explorer.exe, the process may restart within a few seconds. This may prevent you from restarting the Explorer shell in an administrative security context by using the Secondary Logon (Run As) feature.

CAUSE

This can occur if you have Terminal Services installed, either in application or remote administration mode.

RESOLUTION

To work around this problem and to use the End Process feature with Explorer.exe, you must uninstall Terminal Services.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.

MORE INFORMATION

Certain programs are started indirectly by the shell. This includes tools such as Control Panel, the Printer tool, and so on. Because the shell is started in the primary security context during the initial logon, any process launched from the shell remains in that security context.
