SYMPTOMS
When installing Site Server 3.0 Service Pack 3 on a computer running Windows 98 that has the Site Server 3.0 Tools installed, the following error message is displayed:
On Windows 95, the error message is:
WORKAROUND
Do not upgrade to Service Pack 3; run Service Pack 2 instead.

Verifying that Service Pack 3 Installation Failed
To determine if Service Pack 3 was successfully installed, check if the following Registry key has been created:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Site Server\SP3\Components
If this registry key has not been created, then the installation failed.
NOTE: The Service Pack 3 Setup program creates a different Registry key than previous service packs. Previous service packs created one of the following registry keys:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Site Server\3.0\Hotfix\Site Server 3.0 Service Pack 1

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Site Server\3.0\Hotfix\Site Server 3.0 Service Pack 2
Steps to Reproduce this Behavior
- Install Site Server tools on a computer with Windows 95 or 98.
- Install Internet Explorer 4.01 and Microsoft Data Access Tools (MDAC)(required for Site Server Tools).
- Install Site Server Tools, with Microsoft SQL Server support for Usage Analysis (UA).
- Use Report Writer to run a test report. Note that it works properly.
- Install Service Pack for Site Server 3.0.
- Use Report Writer to run a test report. Note that it also works properly.
- Install Service Pack 2 for Site Server 3.0.
- Use Report Writer to run a test report. Note that it also works properly.
- Attempt to install Service Pack 3. Note that installation fails, displaying an error message.
