SYMPTOMS
When you log off a computer (and you are not logged on as an administrator), the state of the NumLock key on your keyboard is not saved.
RESOLUTION

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
This behavior is by design in Windows NT 4.0 Terminal Server Edition, Windows 2000 Server, and Windows 2000 Advanced Server running Terminal Services.
