SYMPTOMS
The PropertyChange event in the Outlook object model runs twice when someone edits the text that is in the Categories field on a form.
WORKAROUND
There is no direct way to prevent the event from running twice. In most custom form scenarios, this should not have an impact on the custom form. But if your Microsoft Visual Basic Scripting Edition (VBScript) code is adversely affected by this problem, modify your code appropriately to work around this problem. The approach to take to work around this problem will vary depending on how your custom form solution is affected.
STATUS
Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.

This problem does not occur if you click the Categories button on the form, and then change the categories.
This problem does not occur in earlier versions of Outlook.
