SYMPTOMS
If you implement the AttachmentRead event in an Outlook solution, the event may not run with attached Outlook items or objects that are embedded in the body of an item.
RESOLUTION
To resolve this problem, upgrade to Microsoft Outlook 2002.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
MORE INFORMATION
To insert objects into the body of an item, click Object on the Insert menu. You can only embed objects in the body of an item if your mail message format is set to Microsoft Outlook Rich Text.
