SYMPTOMS
When you attempt to create a new connection in the Dial-Up Networking folder, you may receive the following error message:
CAUSE
This error message can occur if the following registry key has been removed:
HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\RemoteAccess\Authentication\SMM_Files
RESOLUTION
To resolve this issue, remove and reinstall Dial-Up Networking:
- Click Start, point to Settings, and then click Control Panel.
- Double-click Add/Remove Programs.
- Click the Windows Setup tab, click Communications, and then click Details.
- Click the Dial-up Networking check box to clear it, click OK, and then click OK.
- Restart your computer.
- Click Start, point to Programs, and then click Windows Explorer.
- If it exists, rename the Rasapi32.dll file located in the Windows\System folder. For information about how to rename a file, click Start, click Help, click the Index tab, type renaming, and then double-click the Renaming Files topic.
- Extract a new copy of the Rasapi32.dll file.For additional information about extracting files, click the article number below to view the article in the Microsoft Knowledge Base:

- Repeat steps 1-3.
- Click to select the Dial-Up Networking check box, click OK, and then click OK.
- Restart your computer.
