You receive an "Unable to load MS Organization Chart" error message when you insert an organization chart in PowerPoint 2000

SYMPTOMS

When you try to insert an organization chart into Microsoft PowerPoint, you receive the following error message:

Unable to load MS Organization Chart, Press F1 for Help

CAUSE

This problem occurs when all the following conditions are true:

  • You are using an operating system installed on an NTFS file system partition.
  • The administrator has assigned read-only permissions to the Winnt folder.
  • You do not have administrative privileges.

The problem occurs because Orgchart.exe tries to create two files in the Winnt folder: MSOClip.232 and MSOPrefs.232. If you do not have read/write permissions, you cannot write to Winnt.

Note In a Terminal Server session on Microsoft Windows 2000-based servers and Windows 2003 Server-based servers, the folder that contains MSOPrefs.232 and MSOClip.232 is \Documents and Settings\Username\Windows. The folder is created in the users profile.

If the Windows folder does not get created for the terminal server client, no profile, including the administrative profile, can insert the organization chart.

WORKAROUND

Because the Winnt folder is set to read-only, the administrator must follow these steps to work around this problem:

  1. Put the Msoprefs.232 and Msoclip.232 files on a server that uses NTFS, and assign "Everyone Change" permissions to these two files.(In Windows 2000, assign Read permission, Write permission, but not Delete permission).

    Note Make sure that you click to clear the Replace permissions on Subdirectories and the Replace the permissions on Existing Files check boxes when you set the permissions for the Msoprefs.232 and Msoclip.232 files. Otherwise, the permissions for these two files reverts back to their original read-only permissions when the user logs off or logs on to the server.
  2. Use Scopy.exe, which is included with the Microsoft Windows NT 4.0 or 2000 Resource Kit, to copy the Msoprefs.232 and Msoclip.232 files to the Winnt folder, and replace the users' local copies of these files.

    Users now have read/write permissions for Msoprefs.232 and Msoclip.232, regardless of the permissions on their Winnt folder.
  3. For Windows 2000 and Windows 2003 Terminal Server sessions, make sure that the \Documents and the Settings\Username\Windows folders are present.


Note You do not have to set permissions on the files.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed in the "Applies to" section.
