SYMPTOMS
You try to customize the Outlook toolbars to run Visual Basic for Applications macros, but the macros are not listed in the Customize window.
CAUSE
You have not used any of the macro features since starting Outlook and therefore Outlook has not initialized the Visual Basic for Applications feature.
WORKAROUND
Before trying to customize the toolbars, use one of the following workarounds:
Method 1: Access the Macros Window
- On the Tools menu, point to Macro, and then click Macros.
- Click Cancel to close the Macros window.
Method 2: Start the Visual Basic Editor
- Press ALT+F11 to start the Visual Basic Editor.
- Close the Visual Basic Editor.
The macros will then be available in the Customize window.
STATUS
Microsoft has confirmed this to be a problem in Microsoft Outlook.

To access the Customize window, on the View menu, point to Toolbars, and then click Customize. Click the Commands tab and then select Macros in the list of categories.
When Outlook starts, by default it does not initialize the Visual Basic for Applications component for performance reasons. However, if you have application-level events in your Visual Basic for Applications project, then Outlook does initialize Visual Basic for Applications and you will not have this problem.
