SYMPTOMS
When you paste text from an Outlook 98 e-mail message into Microsoft FrontPage Express, the text may contain incorrect characters.
CAUSE
When you paste text from Outlook 98 to Frontpage Express, the copied information is not converted to HTML properly.
RESOLUTION
To resolve this issue, manually enter information in the FrontPage Express document, or remove the incorrect characters.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
