SYMPTOMS
\MSMQ\Storage Directory accumulates Rnnnnnn.MQ files. Express message files are not deleted when the MSMQ service is restarted. Although these files are removed on normal shutdown, a crash or a power down might leave the files on disk. This causes disk storage space to be consumed and never released.
CAUSE
This is by design for debugging purposes.
RESOLUTION
The MSMQ Service now deletes all express message files. Express message storage files are of the form Rnnnnnnn.MQ. For more details on storage directory files, please see the following article in the Microsoft Knowledge Base:

All express messages are deleted by design when the MSMQ Service is started.
STATUS
Microsoft has confirmed that this is a bug in the Microsoft products that are listed at the beginning of this article. This bug was corrected in Windows NT 4.0, Service Pack 4.
