SYMPTOMS
After you migrate GroupWise 4.x calendar data (for example, Appointments, Tasks, Notes) that have alarms set and that have all past and gone off, they go off again in Outlook 98.
RESOLUTION
To resolve this problem, obtain the latest service pack for Exchange Server version 5.5. For more information, please see the following article in the Microsoft Knowledge Base:

Microsoft has confirmed this to be a problem in Microsoft Exchange Server version 5.5.

If you open the *.sc2 file by using any text editor, you will see something similar to the following. The Ring is set to T and it causes the alarm to go off again in Outlook 98:
