SYMPTOMS
After you change your password, you receive an error indicating that it does not meet the domain password requirements; however, the stated requirements have been met.
CAUSE
Normally, this message is correct; however, when strong passwords are required there may be restrictions in effect that will exclude many passwords.
RESOLUTION
To resolve this problem, obtain the latest service pack for Windows NT 4.0 or Windows NT Server 4.0, Terminal Server Edition. For additional information, click the following article number to view the article in the Microsoft Knowledge Base:

NOTE: The hotfix will need to be applied to all clients. The client is responsible for mapping a text message to the error code returned from the server.

STATUS
Microsoft has confirmed that this is a problem in Windows NT 4.0 and Windows NT Server 4.0, Terminal Server Edition. This problem was first corrected in Windows NT 4.0 Service Pack 4.0 and Windows NT Server 4.0, Terminal Server Edition Service Pack 4.
