SYMPTOMS
In Microsoft Project, when a system dialog box is open, such as the Open dialog or Save dialog box, you may not be able to activate Help by clicking the Help window.
CAUSE
This behavior occurs when you press the HELP key while a system dialog box is open, and you then click the dialog box. When you do this, the dialog box is activated, and the Help dialog box appears behind the active dialog box. If you then click the Help window to activate Help, the menu bar flashes in Microsoft Project, and the Help window is not activated.
This behavior also occurs if you open a system dialog box while the Help window is open. In this case, you cannot select the Help window while the system dialog box is open.
WORKAROUNDS
To work around this problem, use any of the following methods.
Method 1: To activate the Help window when it is open behind a system dialog box, press the HELP key. Note that this workaround only works if you opened Help while the system dialog box was open.
Method 2: To activate the Help window in the case where you opened the system dialog box while Help was open, you must cancel or close the system dialog box first.
STATUS
Microsoft has confirmed this to be a problem in the Microsoft products listed at the beginning of this article. We are researching this problem and will post new information here in the Microsoft Knowledge Base as it becomes available.

This problem may occur for example if you open a system dialog box, press the HELP key to see the Help topic for this dialog box, and then select the dialog box again to view something that the Help topic describes. At this point, you cannot activate the Help window again to read the rest of the Help topic.
Note that the system dialog boxes, such as Open and Save do not have a Help button. To view the Help topic for these dialog boxes, press HELP key.
